We both love each other, but why aren't we together?

My X & I split b/c he was leaving to NY with his band. His contract got cancelled and he came back and never told me. My family and friends had seen him and still he never contacted me. We saw each other and he gave me a whole explanation to what NY was like, why he came back, and how he forgot my #. So he sent me a message telling me that he doesn't like that I'm too sensative and that he still love me, but can't take it that he broke my heart. He really did! I was so hurt, still am! He told me that I deserve better and that everytime he sees me he wants to hu, kiss, and be with me. I feel the same! I don't want to get hurt either! Do you think he really wants to be with me? We're scared to talk. I'm willing to make the first move. Should I? How should I approach this? I think about him all the time! Miss him! Love him! Want to be with him! He feels the same! We're scred to screw up!! Waht do we do? What do I tell him? We are going to see each other a lot once school starts. I'm 18.
