Where do I start with this?

There's a really great campground for sale in Tennessee. I have always wanted to get into the recreation business, and I would love to purchase it and improve on it more than the previous owners. I don't have anywhere near enough money to purchase it- $400,000, so how do I get started. Oh and If i start a new business, should I form an LLC or not? Thanks
