Please help.. ive been trying to find out what this movie is called?

I don't know any cartoons or animations, but there is an episode of a 1965-67 era series called "The Avengers" that has these elements and details in it. In the episode there is a man who pretends he can send an escaping criminal back in time, using hypnosis (the spinning thing) and there is a black-and-white-squared floor, and the lead actress at one point wears a black and white striped outfit.
